JTAG is universal. You can put different manufacturer's devices on the same JTAG chain.

However, the SiLabs software only talks to the SiLabs JTAG interface. Same for Xilinx. Same for Altera. You can set up SVF files and JAM and use one dongle to program all of your devices (it's tricky but you can get it to work).

Practically, you won't be able to debug the Infineon parts using the SiLabs dongle, simply because the Infineon software won't know how to talk to the SiLabs dongle.

In the grand scheme of things, $150 is not a whole lot of money for a debug interface. Those Nohau bond-out emulators cost $5K. Just buy the manufacturer's dongle and get to work.
