Some additional info.

The target host will be 32-bit (probably ARM7) and I was thinking about 4-8kB RAM and 32-64kB flash in total for four concurrently running virtual machines.

No need for really fast execution. The programs would be used for logic decisions (similar to a PLC) or for filtering/analysis of data coming in at a quite modest rate.
