From your schematic, it looks as if you are using the Analog Comparator of the 2051. The AT89S52 does not have an Analog Comparator. Nor can it sink as much current as the 2051.

If you want to drive 11 LEDs you will need to limit the LED currents. Or choose a different MCU.

Regarding your "comments". They are not very helpful. Stating the 'obvious' does not add much to human understanding.

Well, at least not enough to make me even read your code!
