I would suggest that the oil gushing out of the uncapped well in the Gulf of Mexico is a lot scarier than the .NET libraries!

Generally, any program that requires a specific version of the .NET run-time libraries has them in the install package, so installing the program will also install the libraries.

MS actually learned a lesson from the Unix folks -- it's possible to have multiple versions of the various .NET libraries installed simultaneously.
